Production Capacity of Chinese Tire Makers in Cambodia

On May 27, KIM'S RUBBER, a rubber processing plant owned by Meilan Group, officially began operations in Tbong Khmum Province, Cambodia. With a total investment of approximately $30 million, the plant has an annual production capacity of 100,000 metric tons. Chinese Ambassador to Cambodia Wang Wenbin and Cambodian Prime Minister Hun Manet jointly attended the inauguration ceremony. Hun Manet announced on the spot that tires produced and exported from Cambodia would be exempt from export duties, in order to encourage the development of the processing sector and boost the income of rubber farmers.

Meilan Group plans to continue expanding production and intends to invest another $30 million to build a second factory with an annual capacity of 100k tons in Ratanakiri Province. Meilan currently operates 15 natural rubber processing plants worldwide, with a total annual production capacity of 650k tons, which is expected to exceed 1 million tons by the end of 2025.

Benefiting from the new tax exemption policy and the influx of Chinese capital, Cambodia's tire exports have grown rapidly. In 2025, total export value reached $1.38 billion, a year-on-year increase of 57.86%; In the first quarter of 2026, exports exceeded $472 million, a year-on-year increase of 42.37%, with the United States as the primary market. Chinese tire companies such as Sailun, General Tire, and Double Star have already established a large-scale presence in Cambodia. The four tire projects approved in 2025 represent a total investment of approximately $774 million, and Cambodia is rapidly emerging as the 'Little Shandong' of the global tire industry.

Among these, the Qilu (Cambodia) Special Economic Zone has become a benchmark. Sailun Group has invested over $900 million in the zone to build a modern factory with an annual production capacity of 12 million tires. The zone offers incentives such as up to nine years of corporate income tax exemption, attracting 21 Chinese enterprises to set up operations there and driving Cambodia’s transition from raw rubber exports to high-end manufacturing.
